NTSB: Helicopter flew higher than allowed before deadly D.C. plane crash

The National Transportation Safety Board said in a briefing Saturday evening that the U.S. Army Blackhawk helicopter that collided with an American Airlines passenger jet flew higher than FAA restrictions allow, according to preliminary data the board reviewed.
