President Donald Trump’s ally Elon Musk targeted the U.S. Agency for International Development and its $40 billion budget as Secretary of State Marco Rubio says he is now its executive director. It comes as the DOGE team is granted access to the Treasury Department’s payment systems and Musk is given top secret security clearance. NBC’s Garrett Haake reports for TODAY.
